This was a time of brutal terrorism against African-Americans. The Ku Klux Klan was active. That is why the statue was erected: to demonstrate the power of Whites over Blacks. My interpretation of why they removed Confederate monuments in recent years is that whereas the Confederacy defined itself as being based on subjugation of African-Americans in slavery in perpetuity, and in these times, we see that as wrong. So we shouldn't have public monuments to the defenders of White Supremacy.

The only difference is that it would have been more bloody. You must remember that the assembly had many support from some of the highest and richest nobles and merchants. The national assembly created an army of citizens named the National Guard to fight against any royal army.
